Dubai’s off-plan real estate market delivered record-breaking performance in 2025, with total sales reaching approximately AED 286 billion and around 132,000 residential units sold, making it the primary driver of growth in the property sector.
Off-plan transactions accounted for 65% of the total number of deals and 53% of total market value, reflecting sustained investor confidence and the continued dominance of this sales segment for the third consecutive year.
Demand was heavily concentrated in small and mid-sized units such as studios and one- and two-bedroom apartments, driven by strong rental demand and ease of resale. About 72% of transactions fell within the AED 500,000 to AED 3 million price range, indicating a shift among investors toward long-term investments rather than short-term speculation.
Apartments were the most active segment, generating AED 248 billion through approximately 122,000 transactions, with strong demand in areas such as Jumeirah Village Circle, Business Bay, and Dubai South. Market experts note that this activity reflects greater maturity in purchasing decisions, with increased focus on appropriate pricing, location, and sustainable returns.
Positive economic factors—including population growth to more than 4 million residents, lower inflation, and the stability of the dirham against the U.S. dollar—helped attract both local and international investors.
Momentum is expected to continue through 2026 and 2027, with around 98,000 new units scheduled for delivery in 2026 and a future emphasis on project quality and well-planned investment strategies.
