Increase in New Housing Permits in Germany for the First Time in Four Years

Positive signs have emerged on the horizon of Germany’s residential construction sector after years of crises and continuous decline. According to official reports, 2025 witnessed a noticeable increase in the number of new housing construction permits following three years of deterioration.

Data from the Federal Statistical Office of Germany showed that 238,500 permits were issued for the construction of new residential units, representing a 10.8% increase compared with 2024, which recorded the lowest level of building permits since 2010. This rise marks the first recovery in the sector since 2021.

German Housing Minister Verena Hubertz expressed optimism about this positive shift, noting that the data reflects the beginning of a transformation in the housing sector. She highlighted that the second half of last year saw a significant increase of 17.8%, stressing that many aspects of the housing market are now moving in the right direction.

Despite this improvement, challenges remain in implementing these permits, as constructing approved projects requires time. According to real estate sector estimates, around 215,000 housing units are expected to be completed this year—about 20,000 fewer than the previous year and still far below the level required to meet actual market demand.

Affordable housing challenges in Germany are not new. The housing crisis has long been a prominent issue, particularly in major cities such as Munich, Frankfurt, and Berlin. Rising housing costs have placed pressure on many citizens, especially in urban areas.

Increasing residential construction remains one of the key priorities of the current coalition government led by Chancellor Friedrich Merz. However, despite the previous government led by the Social Democratic Party of Germany pledging to deliver around 400,000 housing units annually, the target was not achieved during its four-year term. In 2024 alone, only 251,900 units were completed—the lowest figure recorded since 2015.
