His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, issued Law No. (4) of 2026 to regulate shared housing in the emirate. The law covers all real estate units in Dubai, including special development areas and free zones, as well as owners renting units for shared housing and the residents living in them.
It also applies to licensed establishments managing or subletting real estate units, as well as to lease and management contracts signed between the parties, with the exception of collective labor housing.

The law aims to regulate the management of shared housing to ensure the rights of owners and residents and enhance the quality of residential life while considering public health and safety requirements.
It also seeks to reduce population congestion and random overcrowding, address security risks, limit the spread of informal housing, and ensure fairness in leasing to promote stability in the real estate market. The law supports maintaining Dubai’s urban appearance and tackling the unregulated use of properties.
